CITY COUNCIL MEETING:

The City Council meeting was held on Monday, June 25 th, 2018, at which time the Lake Wilderness Golf Course Proposal was presented. The proposal can be found on our website under the Newsletters section titled Lake Wilderness Golf Course Assessment. The Parks and Rec department have been tasked to provide details
of the available Bond funds and information regarding the second (not in use) well as a possible water source for future irrigation. The Parks and Rec will present what information they have at the July meeting. If the City Council has been provided with all of the requested information, they will be making a decision regarding the Golf Course Proposal in September.

GARAGE SALE DUMPSTER ETIQUETTE:

Thank you to everyone who participated in the Annual Lake Wilderness Garage Sale! We would like to take this time to remind residents that the dumpsters that are provided after the Garage Sale are not meant to be filled with these items:

• Yard Debris Resulting from Construction

Please be considerate and allow everyone an opportunity to toss out/clean sweep unwanted items.

NATIONAL NIGHT OUT:

The 35th Annual National Night Out is August 7, 2018.
National Night Out will be hosted at the 224 th CT SE location.
Start time is 6 p.m. with the police/fire department arriving @ 6:45 p.m.
Food will be BBQ Pork sandwiches w/chips. Entertainment is TBD.

FROM THE PRESIDENT’S PLACE:

A few items to share with our fellow Lake Wilderness community residents.

School is out for summer!!! Unlike the Alice Cooper song, it’s not forever. Time to be conscious of activities that support our school-age residents to be involved and safety aware. And summer break will end … eventually.

Watch out for playing in the streets and be reminded, the golf course is not to be considered a park.

There has been a lot of talk about the housing market boom. Both in value and number of housing units going up in the Maple Valley region. This offers a double edge sword. Good if you are selling now, tough if you are buying now.

Both carry risks, but we can consider ourselves fortunate we are in a community that is desirable and safe.

The board has been very supportive of the annual garage sale and dumpster opportunity. The garage sale had great weather and many residents taking advantage of clearing out items with the bonus of extra cash. Hope all did well who participated.

As for the dumpsters, the board increased the number of dumpsters to account for increased utilization in the past years.

To echo the statement earlier in this newsletter, the dumpsters are intended to support the same initiative as the garage sale, which is to provide a free avenue to dispose of unwanted household and debris related items. This is intended for all residents to take advantage of equally. Please be considerate of what you dispose of so as to allow ALL residents to have an opportunity to dispose of items.

Lastly, I was very encouraged with the presentation from Columbia Hospitality at the joint City Council/Parks and Recreation meeting on June 25. Please take a moment and review the document which is available via a link on the first page.

The City Council and Parks and Rec have taken huge strides to identify opportunities to improve and maintain the golf course as an attraction, but with an eye to fiscal responsibility. If you agree, please contact the City Council and/or Parks and Rec to share your support.

ACC REQUESTS:

As stated on the ACC request document, the LWHOA Board does have 30 days to approve. Even though a request may have been submitted, homeowners do need to wait for the official approval to begin work.

Dear Neighbor of Lake Wilderness Golf Course,

As we enter Spring, play at Lake Wilderness Golf Course (LWGC) will increase as warmer weather brings the golf season into full bloom. We want to take this opportunity to share some information with you about access and proper use of the Course. Over the past few years we have seen a number of new neighbors move in and around the golf course. As this has happened, we are experiencing an increase in residents coming onto the course to do various activities. These activities, while seeming harmless, actually put individuals in harm’s way. It is important to remember that while you are homeowners of property that borders LWGC, it is a “daily fee” facility that requires a fee to be on the Course. This access is also limited to only golfers. We want to be good neighbors and keep your experience as home owners as it should be. We ask that you respect the Golf Course by limiting your access to the Course to playing golf. We will also be working to improve signage in and around the Course.

Below are some of the activities that are not allowed on LWGC property:

• Walking, Jogging or Bicycling
• Walking dogs (including playing catch, fetch, or other)
• Any type of non-golf sports activity (baseball, football, soccer, frisbee, etc.)
• Use of any motorized or electric vehicle (motorcycles, go karts, etc.)
• Use of a drone or radio controlled vehicle (cars, planes, helicopters)
• Playing or practicing golf without checking in at the Pro Shop to pay appropriate fee

Please note that non-golfers using the Course for any activity puts them at risk of bodily harm, creates a safety and liability issue as golfers may not be able to see the non-golfer while playing, and can damage the facility.

In closing we ask each of you to help us keep the golf course safe by reporting anything out of the ordinary immediately to the staff in the Pro Shop by calling 425-432-9405 x223. With over 100 acres of property to look out for it is a difficult task to see everything happening on the course at all times. Your help in reporting would be much appreciated.

Would you be surprised to learn that the more cars parked on your street lower the value of your house? It does according to Zillow! Cars parked on the street give the appearance of a cluttered and congested neighborhood. Remember, our CC&Rs specifically state (Article VI, Section 10) “No vehicle shall be parked or kept on the roadways other than temporary guests.” Please be considerate of your neighbors and utilize your garage and driveway.

From The President’s Place:

Being on the LWHOA Board for over 4 years, I have been privy to witness the ups and downs the LWCC community has experienced. The growing pains of our Maple Valley
community and the positive and negative impacts on our HOA community.

What strikes me as out of time and proportion of the MV region is the lack of community involvement or growing apathy of the LWHOA residents. What I mean by apathy is other
than focusing on our individual properties and/or occasionally our neighbors within shouting distance, there is a general lack of community involvement with safety, adherence to the CC&R’s, maintaining our common areas, and support for the Board of volunteers who serve this community.

Let me ask three questions:
Do you know how to access the LWHOA website?
Have you ever accessed the LWHOA website?
When was the last time you attended a LWHOA monthly meeting?

Other than the annual LWHOA residents’ meeting in November, which we struggle yearly with to obtain a quorum from 174 residents, the average number of residents who attend
the monthly meetings is less than 3 residents. That’s a 1.76 participation rate!

With the lack of the LW residents’ involvement, the responsibility of managing the financial and logistical operations falls to the board. Six residents who volunteer their
time every month to attend the monthly meeting, review financial records, plan for the community, and then implement those plans.

Yearly events involve the annual garage sale with dumpsters, family night out with police and fire departments, and annual Christmas light celebration.

Successes are improvements to the traffic system within the LWHOA community, thereby increasing safety, replacing mailboxes, and refreshing the landscaping with color and ground cover.

We have also received the go ahead to paint the white fences along both sides of the road on the north hill, on the golf course. This will be done with supplies provided by the Muni and we provide the manpower.

So what is our goal as residents of a highly desired, essentially isolated community within the MV Municipality? Maybe keeping our LW community as a highly desired, essentially isolated community within the MV Municipality. But as in any organization, some will take the lead and others will enjoy the fruits of others’ labors.

As John Adams said, “There are only two people of value. Those that are motivated and those that require the motivation of others.”

Will these words anger you or motivate you? Time will tell. It almost always does.

Review by William Bullock, PE:
Generally all three studies show that there is good compliance to the speed limitwith both 85 th and 90 th percentile speeds within 5-6 mph of the speed limit.  There are a handful of significant speeders at all three locations; but there are so few of them that it is difficult to develop meaningful trends.  Note these speeders are not being affected by traffic calming island features at the far end either.

NEIGHBORHOOD WARNING:

Young Adults/Children on skateboards and bikes should be cautious when going up and down the Lake Wilderness hills as speeds escalate quickly and can lead to injury. Golf cart drivers under the age of 16 are required to have taken driver’s education when motoring in the Lake Wilderness neighborhood.

1. Lake Wilderness Speed Remedy Options: The LWHOA Board met with Scott Tkach, Public Works & Community Development Director, for a Speed Remedy Update. As you may remember from previous Newsletters, Scott had proposed a Q1 2018 implementation.

Agreed Upon Items:

• Install sufficient golf crossing signs where appropriate
• Move 25 mph sign at north entrance to side “calming circle”
• Install golf cart signs located as golf carts enter the roadways stating something to the affect, “yield to oncoming traffic”
• Locate 4 separate speed and volume measuring devices at potential speed zones. Two separate testing sessions to be done.  The first within the next 4 weeks and a second during the spring when increased traffic naturally occurs

Proposed items:

• Consider rumble groves installed prior to intersections and/or stop signage.  Rumble groves are similar to those located on the side of roads to alert drivers they are moving off the main roadway.
• Consider a new option for golf carts to cross Lake Wilderness County Club Drive from the club house to the 15 tee box. Considerations are:
  • Move crossing adjacent to the 18th green
  • Develop a path that travels behind the fence across from the existing exit to the club house parking lot.
• Paint 25 mph notices within roadways dependent on results of the speed and volumes determined from the testing.
• Paint/repair the golf course fence: Awaiting approval from the Lake Wilderness Golf Course

LAKE WILDERNESS GOLF COURSE UPDATE:

The Maple Valley City Council met on 11/27/2017 to make the decision of either creating a task force or hiring a consultant regarding the future of the golf course.

As no LWHOA Board Members were able to attend the City Council meeting, a follow-up e-mail was sent to Councilmember Megan Sheridan.

Per Megan Sheridan:  “We did decide to do the consultant.  So we will at least get some suggestions and hope to put together a master plan with those recommendations.  We do have council members that do not feel there is money to put towards the golf course at all.  Now or in the future without doing another parks bond.  My suggestion would be to connect all of your residents, HOA and non-HOA, to stay on top of these discussions.  When we get the recommendations back you will want to make sure you are a loud collective voice representing all residents encouraging council to do something and not have the golf course just sit.   It is an asset that needs to be talked about and decided upon.”

COMPLETED PROJECTS:

Front Entrance Landscape: The landscaping committee, along with the help of homeowner Chuck Groat, removed several dead plants, weeded, added brown mulch, and planted bulbs for spring flowers in the middle island.  The landscaping company contract is in place until April of 2018.  At that point, the Board will employ a landscaping company on an as needed basis.

LAKE WILDERNESS GOLF COURSE UPDATE:

The Maple Valley City Council will be meeting on 11/27/2017 to decide on creating a task force or hiring a consultant regarding the future of the golf course.

JERRY WOODS HOLIDAY FIRE ENGINE FOOD DRIVE:

Santa and Fire Engine #1 will be visiting our neighborhood on December 16, 2017 at 7:30 p.m. for the Annual Food Drive.

NEW ACC HOUSE PAINTING PROCEDURE: 

All homeowners are required to first provide a paint chip with an ACC request for HOA house painting approval.  Once the paint chip has been approved, the homeowner will be required to paint a 3×3 section on the house for an in-person approval.
