LAKE WILDERNESS GOLF COURSE UPDATE:

The Maple Valley City Council met on 11/27/2017 to make the decision of either creating a task force or hiring a consultant regarding the future of the golf course.

As no LWHOA Board Members were able to attend the City Council meeting, a follow-up e-mail was sent to Councilmember Megan Sheridan.

Per Megan Sheridan:  “We did decide to do the consultant.  So we will at least get some suggestions and hope to put together a master plan with those recommendations.  We do have council members that do not feel there is money to put towards the golf course at all.  Now or in the future without doing another parks bond.  My suggestion would be to connect all of your residents, HOA and non-HOA, to stay on top of these discussions.  When we get the recommendations back you will want to make sure you are a loud collective voice representing all residents encouraging council to do something and not have the golf course just sit.   It is an asset that needs to be talked about and decided upon.”

COMPLETED PROJECTS:

Front Entrance Landscape: The landscaping committee, along with the help of homeowner Chuck Groat, removed several dead plants, weeded, added brown mulch, and planted bulbs for spring flowers in the middle island.  The landscaping company contract is in place until April of 2018.  At that point, the Board will employ a landscaping company on an as needed basis.

JERRY WOODS HOLIDAY FIRE ENGINE FOOD DRIVE:

Santa and Fire Engine #1 will be visiting our neighborhood on December 16, 2017 at 7:30 p.m. for the Annual Food Drive.

All homeowners are required to first provide a paint chip with an ACC request for HOA house painting approval.  Once the paint chip has been approved, the homeowner will be required to paint a 3×3 section on the house for an in-person approval.

UPCOMING PROJECTS:

1) Neighborhood Speeding: The LWHOA Board will be meeting with the City of Maple Valley once again to determine the implementation timeline for:

  • 25 MPH painted on the streets in the LWHOA community at multiple sites
  • Additional 25 MPH speed signs installed within the LWHOA community
  • Golf cart crossing signs installed at each street crossing point for golf carts
  • Increased police presence in the LWHOA community
  • Short-term installation of an electronic speed sign

2) Front Entrance Landscape: The landscaping committee is in the process of reviewing the current landscaping contract termination clause as the maintenance has been substandard. The landscaping committee, along with the help of homeowner Chuck Groat, will be removing several dead plants, weeding, adding brown mulch, and planting bulbs in the coming weeks for spring flowers to the middle island.

COMPLETED PROJECTS:

Landscaping has been completed for the roundabout at 250 th . With the removal of overgrown bushes and installation of brown mulch, the appearance is much improved as well as drivers are now able to clearly see thru the roundabout.

AUGUST HOA BOARD MEETING W/CITY COUNCIL:
City Council Members Megan Sheridan, Dana Parnello, Will Prince, and Linda Olson attended our
August LWHOA Board meeting to discuss the golf course proposals. The takeaway …..

New Maple Valley Developments:

  • Apartment Development Next to Safeway at Four Corners: Includes #150 high end apartments (studio, 1 bedroom, 2 bedroom, and 3 bedroom)
  • The Brandt Property: Single family housing and townhomes
  • Bonaventure Development: Four-story, 180, 212-square- foot Senior Housing Facility with 74 independent living units, 62 Assisted Living units, and 28
  • Memory Care units that total up to 164 total units on a 5.43-acre parcel located at 239 th Street.

Lake Wilderness Improvements:

  • Residents requested improved golf course crossing signage.
  • LWHOA President requested an update from the Director of Maple Valley Traffic regarding the previously approved options of a) painting the speed limit of 25 MPH on the road, additional speed limit signs, and short term installation of an electronic speed sign.

Resident Questions/Concerns:

  • Will the golf course be shut down? Megan Sheridan – It will cost the city more if they close the golf course.
  • What are the next steps to decide what to do with the golf course? Megan Sheridan – A task force or a consultant will be decided on by September.
  • Can we strip the development rights?  Dana Parnello – What are the pros and cons of doing this?
  • Is there a conservation easement on the golf course? Dana Parnello – A lot of area can never be developed.  The LID fee was proposed but it was not allowed.
  • We used to have well rights … are these still in place? Dana Parnello – Not sure but I can look into this.
  • Has the City Council thought about a lease option for the golf course? Megan Sheridan– This is something to consider.

LWHOA Homeowners “wish list for the golf course”:

  • Figure out how to water the golf course
  • Improve the golf course club house
  • Pave pathways
  • Repair the golf course bridges
  • Develop the golf course property
  • Take advantage of the clubhouse
  • Put in a driving range
  • Consistency in the clubhouse, including hours of operation, food, entertainment
  • Drive utilization and revenue of the golf course and restaurant

Increased Growth Brings Congestion:
Megan discussed the Growth Management Act (see below for Wikipedia definition):

The Washington State Growth Management Act (GMA) is a Washington state law that requires state and local governments to manage Washington’s growth by identifying and protecting critical areas and natural resource lands, designating urban growth areas, preparing comprehensive plans and implementing them through capital investments and development regulations. This approach to growth management is unique among states. The act (Chapter 36.70A RCW) was adopted by the Legislature in 1990.

The GMA was adopted because the Washington State Legislature found that uncoordinated and unplanned growth posed a threat to the environment, sustainable economic development and the quality of life in Washington.

Rather than centralize planning and decision-making at the state level, the GMA focuses on local control. The GMA establishes state goals, sets deadlines for compliance, offers direction on how to prepare local comprehensive plans and regulations and sets forth requirements for early and continuous public participation. Within the framework provided by the mandates of the Act, local governments have many choices regarding the specific content of
comprehensive plans and implementing development regulations.

Megan Sheridan – “It is a battle for capital funds for road improvement. The State Legislature feels we are not as horrible as some places, but this is a safety issue for a community when we have 25,000 people with a one lane road.”

The City Council is really trying to burgeon support from the state when it comes to public transportation; e.g. bring in expanded bus routes, increase the amount of lanes, etc.

NEIGHBORHOOD WARNING: Young Adults/Children on skateboards and bikes should be cautious when traveling throughout the Lake Wilderness neighborhood. Under age (16) golf cart drivers are also required to have taken driver’s education when traveling throughout the Lake Wilderness neighborhood.

REMEMBER – If you are planning on making any home/landscaping additions, updates, or modifications, please refer to the LWHOA CC&R’s for guidance. Submit an Architectural Control Committee Application Form prior to beginning any addition, update, or modification. This form can be found on the LWHOA website under “Forms.” Please include your Division and Lot # on the form.

You can locate Division and Lot information on the LWHOA website > under CC & R’s > Lake Wilderness Plat Map. The Divisions (Division One, Division Two, Division Three are located on the road on the plat map. The Lot number is located on the house.

Letter to Parks & Recreation Commission & City Council

RE: Lake Wilderness Golf Course Initiatives

After attending the recent Parks and Rec meetings and joint City Council meetings regarding the Lake Wilderness golf course initiatives, the LWHOA board must express our residents’ serious concerns with the management and oversight of the review and selection process, as well as the three proposals both the Parks and Rec and City Council are considering.

At the May 31 meeting, over 40 Lake Wilderness residents attended and came away with more questions and concerns then were answered.  The meeting appeared to cater to the three proposals without providing fair opportunity for residents to ask questions and/or express their opinions.

The excessive amount of time provided to the three proposals limited the opportunity for resident feedback.

This does a disservice to the community as it focuses only on the proposals and offers no feedback either for or against.

Addressing the three proposals, the LWHOA board and residents ask the joint meeting of the City Council and Parks and Rec to address the following questions:

  1. Premier proposal:
    1. Why consider a radical proposal from a management service that has failed to improve operations and access since taking over management for the course?
    2. Why did it take a serious threat to remove Premier from the management of the golf course to get any action out of their management team?
    3. Premier continues to compare LWGC with failed enterprises and with other Premier managed courses who are not comparable with the LWGC; e.g. Interbay Golf Center is a short 9-hole course with a putting option.  This style of golf is designed for families with little or no golf experience.  LWGC is built and designed for golfers.
    4. Who from the Parks and Rec have truly analyzed the claims from Premier as they change from meeting to meeting?; e.g. anticipated revenue, anticipated costs, continued management personnel, revenues from comparable golf courses, contacting comparable golf courses operated by Premier to assess staff’s opinion of Premier as an employer.
  1. Food and Beverage proposal:
    1. The LWHOA believes the F&B service should be designed to meet the needs of the clientele who use the course.  The cliental are golfers.  Anything else is competing with the local, established F&B market which is an uphill battle.
    2. A simplified F&B service should offer golfers easy to prepare and take food options, with on course cart service and beverages.
  1. Golf course and hotel proposal:
    1. We agree with part of this proposal which addresses the need to update the grounds keeping equipment, maintain the golf course with acquisition of water rights, and improving the course with structural and aesthetically pleasing options.  All of which will enhance the golfer’s experience.
    2. We adamantly disagree with a “miniature” driving range.  The area proposed is too small and unless netted in on all three outward sides and roof, threatens the homes at the end of the driving range.
    3. Similar to the Premier proposal, we do not believe a putting course will be inexpensive to install and maintain and do not believe it will attract families.  If the City Council and Parks and Rec desire a putting course, locating this option at the Lake Wilderness lodge area would make more sense as the park is designed for families.
    4. We disagree with any thought to replace the existing LWGC main building with a hotel of any size or function.  NO thought has been put into the increased traffic, parking, and imposition to the LW residents as the proposal comes from a group who do not live in the LW community.  The LWGC footprint is too small to accommodate such a facility and maintain its unique and bucolic character.

The LWHOA board has offered at several meetings to be included on discussion, research, and ultimate consideration for any activity/recommendation by the Parks and Rec to the City Council for ultimate decision making.

Greg Brown has offered to come to a Lake Wilderness HOA Board Meeting, and we extend the same offer to any City Council Member.  The next LWHOA Board meeting will be on 7/18/2017 @ 5:15 p.m. at the Lake Wilderness Lodge.

Given the significant impact the LWGC has on the local Lake Wilderness community, Maple Valley residents, and the long term impact for Maple Valley as a strong growing bedroom community, we strongly urge the City Council and Parks and Rec to consider our motions above.

The Board will provide a timeline communication in the July newsletter … sorry for the delay.

REQUEST FOR BOARD MEMBERS:
We are looking for two replacement Board members. Any interested homeowners should feel free to attend our next meeting, which is scheduled for July 19, 2017 at 5:15 p.m.

PARKS & REC COMMISSION MEETING:
We would like to thank everyone who attended the Parks & Rec meeting on 5/31/2017. Even though the meeting was long, which did not allow for everyone to voice their concerns, it appears that our attendance did create a delay in the golf course decision. Greg Brown, Chair of the Commission, provided the LWHOA Board President with a recent e-mail that stated:
He “will recommend to the Council that at this time all ideas for the golf course be referred to the Commission for further study before a final recommendation is made to the Council at a to be determined future date. Further study may include City staff working on a feasibility study for a hotel, working with a consultant to assess viability of a standalone food & beverage operation and/or added economic benefit of a mini-golf operation in combination with a new club house. There will not be any presentations or discussion about the Golf Course at the June 14th meeting.”
The LWHOA Board provided a formal letter to Greg Brown and the Mayor, Sean Kelly, at the 6/14/2017 joint City Council and Parks & Rec meeting requesting that Greg and a City Council member attend our next LWHOA Board Meeting to answer homeowner questions/concerns. NATIONAL NIGHT OUT:
Get ready for it … National Night Out is just around the corner, August 1, 2017. We will once again be hosting National Night Out at the 224th CT SE location. Details to follow in our July Newsletter, including start time, food, entertainment, and arrival of police/fire department.

What does it take to be a volunteer on the Lake Wilderness HOA?

1) Attend monthly meetings – 3 rd Wednesday of each month from 5:15 p.m. to 6:30 p.m., (No meetings June or December.)

2) Participate in Community events such as The National Night Out

3) Participate in e-mail correspondence when necessary

UPCOMING CITY COUNCIL AND PARKS & REC COMMISSION MEETING:

The What: City Council and P&R Commission Meeting (Open to the Public)

The Why: The intent of the May 15 th  meeting stems from the failed park bond in February and the need to consider what to do with City owned park properties that are slated to be developed and/or re-invested in, which includes the golf course property. Without bond proceeds to do several of these identified projects, the competition for limited City funding is the focus of the meeting on the 15 th

The When: May 15, 2017; from 5:30 p.m. to 9:00 p.m.

The Where: Lake Wilderness Lodge @ 22500 SE 248 th St

ANNUAL NEIGHBORHOOD GARAGE SALE:

Our annual neighborhood garage sale will be held on Saturday, 5/20/2017, from 8-4 p.m., withthe dumpsters being available on June 2nd , 2017

  • Two 20ft Dumpsters – Near the Lake Wilderness entrance (the same location as previous years)
  • Two 20ft Dumpsters – Across from the 14th Tee, next to the pond
